The Federal University of Alfenas – UNIFAL-MG regularly opens applications for the Simplified Selection Process for hiring Visiting Professor and Foreign Visiting Professor.

Admissions are carried out pursuant to Law No. 8745/93 , Law No. 12425/11, Decree No. 6593/2008, Decree No. 9739/2019, Decree No. 7485/2011, amended by Decree No. 8259/2014, of Decree nº 9.508/2018, of the Resolution of the University Council of UNIFAL-MG (highest concil of the University) nº 027/2018 and its amendments, and the conditions of the respective notices.

 

1. PRELIMINARY PROVISIONS

1.1 Visiting professor and foreign visiting professor is the professional hired with the aim of supporting the execution and improvement of teaching, research and/or extension programs, and may also contribute to scientific and technological exchange.

1.2 Each call (Edital) has its specifications on the activities to be carried out, with emphasis on graduate or university extension.

1.3 UNIFAL-MG will not confirm registration for participation in the event by e-mail, letter, telegram or telephone, except for reasons of force majeure. Any and all information will be published at the electronic address: https://www.unifal-mg.edu.br/dips/professor-visitante/ and/or will be made available in the registration system, in the candidate’s area.

1.4 Dates of the Evaluation Process, number of vacancies and description of the area of expertise are included in each call.

1.5 All times mentioned in this Notice, corrections and additional notices are in accordance with the official time of Brasília- DF (Brazil).

 

2. CONTRACT REMUNERATION

2.1 The Contract:

The employment contract for visiting professors and foreign visiting professors must be for 40 (forty) hours with Exclusive Dedication, that is, with a ban on engaging in any other paid public or private activity.

2.2 The Remuneration:

The remuneration will be established based on the qualification and experience of the candidate to be hired, observing the correspondence with the remuneration ranges of the career plan and Federal Magisterium positions as established in articles 34 and 35 of Resolution nº 27/2018, of 22 of May 2018, from the University Council of UNIFAL-MG, in Young, Junior, Full and Senior Doctor subcategories.

 

Remuneration Table, according to Law No. 12,772, of 12/28/2012, for the Higher Teaching Career (amended by Law No. 12,863, of 09/24/2013), according to subcategories:

YOUNG PHD – PHD for a maximum of five (5) years, with academic or technical-scientific training

2.2.1 There will be, under no circumstances, changes in the amount of remuneration and/or the subcategory included in the act of contracting during the term of the contract.

2.2.2 UNIFAL-MG may set up a special commission for the purposes of fitting into the subcategories of visiting professor and foreign visiting professor provided for in articles 34 and 35 of Resolution 27/2018 of May 22, 2018 of the University Council of UNIFAL-MG.

 

3. REGISTRATION/ APPLICATIONS

3.1 Applications are made online, within the period stipulated in each call and imply knowledge and tacit acceptance of the established rules and conditions, in relation to which you cannot claim ignorance.

Electronically fill in the fields of the Enrollment Request Form with the requested data and send the curriculum vitae or lattes, with their respective supporting documents, the completed form/Annex IV and the Work Plan.

3.2 Candidates who do not send the Work Plan, and/or completed form/Annex IV, and/or curriculum vitae and at least part of the respective supporting documents will be eliminated from the selection process.

3.3 UNIFAL-MG will not be responsible for applications not received due to technical reasons for computers, communication failures, congestion on the communication lines, as well as for other technical factors that make data transfer impossible.

3.4 Under no circumstances will registration be accepted via fax, post, conditional or extemporaneous.

3.5 The list of candidates with confirmed registrations will be made available at https://www.unifal-mg.edu.br/dips/professor-visitante/ , within 02 (two) business days before the date of the selective process.

 

4. EVALUATION PROCESS

The selection has 3 steps:

5. CANDIDATE´S SPECIFIC CRITERIA

5.1 The Classification is based on the analysis of the academic production and/or innovative academic and/or technical-scientific training presented by the candidate at the time of registration

The qualification and professional competence requirements will be checked by the members of the examining board for purposes of fitting into the Senior, Full, Junior and Young Doctor subcategories of visiting professor and foreign visiting professor provided for in articles 34 and 35 of Resolution 27/2018 and its amendments to UNIFAL-MG University Council, described in Annex III. This step is eliminatory.

5.1.1 The Framework will follow the current criteria for judging the scientific productivity of the CNPq Advisory Committee(s) for Research Productivity Scholarships indicated in each call for each area.

The scientific productivity judgment criteria of the CNPq Advisory Committee(s) can be consulted on the website https://www.gov.br/cnpq/pt-br/composicao/comites-de-assessoramento .

5.1.1.1 If there is more than one CNPq Advisory Committee indicated for the vacancy in Annex I, the Examining Board will make the classification using the criteria of the Area that assigns the classification of the candidate in the highest possible category as provided for in articles 34 and 35 of Resolution 27/2018 and its amendments by the University Council of UNIFAL-MG, as described in Annex III.

5.2 Candidates who do not present conditions to fit into any subcategory will be considered rejected in this stage.

5.3 The commission will have a period of up to 5 (five) business days to deliver the classification result, through the Grading System, to the competent Sector, which will publish the result on its bulletin board and on its website.

 

6. PROFESSIONAL AND ACADEMIC EXPERIENCES

6.1 PROFESSIONAL AND ACADEMIC EXPERIENCES and the analysis of the Work Plan will be eliminatory and classifying.

6.1.1 By the end of the applications, the candidate must have already sent via the registration system , in the upload tab , both in pdf format, which can be condensed into .zip format.

6.1.2 Candidates may include/exclude the files referred to in subitem 6.1.1 until the deadline for entries.

6.1.3 All supporting documents must be arranged strictly in the order shown in the table in Annex IV of this notice.

6.1.4 Annex IV (Evaluation Form for Evidence of Qualifications) is available at: https://www.unifal-mg.edu.br/dips/formularios/  for download .

6.2 The candidate who obtains a score lower than the cutoff score for the title test provided for in the vacancy for which he/she is applying in accordance with Annex I will be considered as having failed.

6.3 Among the candidates who reached at least the cutoff score in the title test, the score obtained will be normalized from 0 to 10, with the maximum score being attributed to the candidate with the highest score among all candidates.

6.4 After normalizing the grade, the candidate with a normalized grade lower than 7 (seven) will be considered automatically eliminated .

 

7. WORK PLAN

7 The analysis of the Work Plan has an eliminatory and classifying nature. The Work Plan must contain:

I – The candidate’s area of expertise and their most recent activities in teaching, research and extension;

II – The candidate’s experience in advising a Graduate Program and coordinating the program, project and other extension actions;

III – The candidate’s ability to provide scientific and technological exchange, and to obtain resources from research and extension institutions;

IV – A 12-month schedule with the goals to be achieved and infrastructure, personnel and financing needs for the execution of the plan.

 

7.2. The assignment of points to the Work Plan will be as follows:

I – Quality of the work plan, considering the potential contribution to strengthening the Graduate Program and Extension Programs and Projects and the potential for innovation, from 0 (zero) to 4 (four) points;

II – Feasibility of the work plan, considering the compatibility with the infrastructure of UNIFAL-MG, the possibility of exchange with other Institutions or Research Groups and the necessary financial contribution, from 0 (zero) to 4 (four) points;

III – Impact of the Work Plan on improving the performance of research and university extension and the ability to establish links, partnerships and research networks with national and international institutions and the ability to compete/obtain resources from development agencies, from 0 (zero) to 2 (two) points.

7.3 Candidates who obtain a score lower than 7 (seven) in the evaluation of their work plan will be considered as having failed.

 

8. FINAL CLASSIFICATION, APPROVAL AND FINAL RESULT

8.1 The Final Classification of candidates approved in the three stages will be given in descending order of the sum of the marks obtained in the Title Test and in the Work Plan.

8.2 The Final Result will be published within 3 (three) business days after the Final Classification is announced.

 

 

9. CONTRACT AND HIRING DOCUMENTS

9.1 The candidate’s classification will not guarantee the right to be automatically hired for the vacancy for which he qualified, but only the expectation of hiring, observing the deadlines and procedures contained in the relevant legislation, the strict order of classification, and the expiration date of the contest.

9.1.1 The successful candidate will be hired if he meets the following requirements:

  1. a) have been approved in the Selection Process;
  2. B)meet the requirements;
  3. c) Pursuant to Art. 48, of Law 9.394/1996, diplomas issued by foreign universities must, in the case of graduation, be revalidated by public universities that have a course of the same level and area or equivalent, and in the case of Masters and Doctorates, be recognized by universities who have recognized and evaluated Graduate courses in the same area of knowledge and at an equivalent or higher level.

Holders of Master’s and Doctorate diplomas issued by foreign universities:

Holders of Master’s and Doctorate diplomas issued by foreign higher education establishments may request the internal corporis equivalence of their titles in accordance with Resolution 48/2018 of the University Council of UNIFAL-MG.

  1. d) If foreign, must have a current temporary visa, as recommended by Migration Law No. 13.445/2017. If the foreigner does not have a valid temporary visa, he/she may sign the contract, for subsequent request to Ministry of Economy.

If, within a period of 90 (ninety) days, the temporary visa is not presented, the candidate’s contract will be terminated. In the case of having Portuguese nationality, the candidate is supported by the status of equality between Brazil and Portugal, with recognition of the enjoyment of political rights;

9.2 Contracts for foreigners have a term of 02 (two) years, which may be extended up to a limit of 04 (four) years.

9.3 The candidate is responsible for purchasing airline tickets and other transportation costs from their place of origin to UNIFAL-MG and return, before, during and after the contract period, in addition to the necessary arrangements for contracting health, life, accidents.

9.4 The Pro-Rectory of Personnel Management will establish the documents necessary for hiring, copies must be certified by a notary and sent by email. All signatures requested on declarations, registration forms must be notarized or through a signature created on GOV.BR.

9.5 deadline for presenting at the Unit and starting activities may be up to 15 (fifteen) business days after signing the contract.

9.6 Documents for foreign candidates to sign the contract (after approval in the selection):

The successful candidate must submit the following documents (duly notarized) :

  1. a) Identification document, preferably a passport or document issued in Brazil;
  2. b) CPF;
  3. c) Proof of address in Brazil or abroad;
  4. d) Electronic address (E-mail);
  5. e) Diploma that proves the requirement demanded in the Public Notice of the Selection Process;
  6. f) Term of Declaration of Agreement and Veracity required for the registration of an external user in the Electronic Information System – SEI, obtained through the link: https://www.unifal-mg.edu.br/sei/usuario-externo/ . All copies must be in A4 size and copies of the documents must be individual.

9.6.1 After signing the contract, the foreign candidate must submit the following documentation:

  1. a) Current Temporary Visa for work or National Registry of Foreigners – RNE, document attesting the identity of foreign individuals with temporary or permanent residence in Brazil, within a period of up to 90 (ninety days), counted from the beginning of the contract, under penalty of closing the same; (In case of doubt or difficulty, contact the Directorate of International and Interinstitutional Relations – DRI of UNIFAL-MG, via e-mail dri@unifal-mg.edu.br or telephone (35) 3701-9013);
  2. b) PIS/PASEP – The number must be requested from the banks – Caixa Econômica Federal (PIS) or Banco do Brasil (PASEP) and this must be informed to us through a document issued by the respective bank, within a period of up to 90 (ninety days), contacts from the beginning of the contract, under penalty of its termination;
  3. c) Salary account number linked to UNIFAL-MG at Accredited Banks (Banco do Brasil, BANCOOP, BANRISUL, BRADESCO, Caixa Econômica Federal, Itaú, Santander or SICREDI), name and number of bank branch, within 5 (five) working days, contacts from the beginning of the contract;
  4. d) Checking account number for other operations at Accredited Banks (Banco do Brasil, BANCOOP, BANRISUL, BRADESCO, Caixa Econômica Federal, Itaú, Santander or SICREDI), and name of the branch, within a period of 5 (five) business days, contacts from the beginning of the contract. All copies must be in A4 size and copies of the documents must be individual.

 

10. FINAL PROVISIONS

10.1 The classified candidate must keep their data updated at the electronic address https://sistemas.unifal-mg.edu.br/app/rh/inscricoes , being responsible for damages resulting from their non-update.

10.2 The candidate will not be provided with any document proving the classification and/or notes, valid for this purpose the approval of the Final Result of the Selection Process, published in the Federal Official Gazette.

10.3 It is the candidate’s responsibility to monitor the publication of all acts, public notices and communications related to this Selection Process in the Official Gazette of the Union, and at the electronic address https://www.unifal-mg.edu.br/dips/professor -visitor/ .

10.4 This information does not require the candidate to read the respective call for the intended vacancy.

10.5 Candidates who:

I – makes , in any document, a false or inaccurate statement;

II – use or attempt to use fraudulent means to obtain the approval of oneself or third parties, at any stage of the bidding process;

III – act incorrectly or discourtesy towards any member of the Examining Committee or Organizing Committee.

10.7 Candidates classified in the competition may be hired by UNIFAL-MG, including for other campuses, in the interest of the Administration, if during the period of validity of the Selection Process there is a shortage of professors in the disciplines/curricular units included in this Announcement, in compliance with current legislation.
